Reproduce the failure with an individual value near 60 KiB, then check whether the same limit applies to both parameters and environment variables. Done means those individual values no longer trigger the error while the total-size behavior remains correct.

#8594 points out that environment variables/parameters can exceed 64 KiB; however, if an individual parameter or environment variable value reaches 60 KiB, it still triggers the "cannot leave component instance" error.
