[Bug] insert missing same fields by java sdk

从 org.apache.iotdb.session.pool.SessionPool.insertTablets(Map<String, Tablet> tablets) 开始，并使用 IoTDB 1.3.2、SDK 1.3.1 和三节点集群重现该报告。比较设备现有时间序列时的插入与删除这些时间序列后的插入。完成标准是所有十个字段（包括新引入的字段）都能在不手动删除的情况下创建并插入。
由索引模型根据 Issue 内容生成。

OS: centos 7
IotDB: 1.3.2, cluster has 3 nodes
Describe the bug and provide the minimal reproduce step
设备下原本有7个点位，插入时带了10个点位，原有的点位插入成功，新的点位没有创建，也就是有各级点位没插入。
使用的api是org.apache.iotdb.session.pool.SessionPool.insertTablets(Map<String, Tablet> tablets)，sdk版本是1.3.1。
删除设备级的时间序列后，就能插入正常。
