Enabling setupci in build.zig leads to compilation error

从提交 400b2c9ffa8b7f6a0c7cb4e65a0e4e3ab1217f28 的 build.zig 开始，在使用 0.16.0-dev.3061+9b1eaad13 的全新 Zig 项目中复现该失败。比较启用和禁用 setupCI 时的构建，然后验证导入 package 不再产生报告的 non-ELF 错误。

I tried to port it to the release of 0.16 and was able to compile this package as a standalone, but when trying to build awebo I always ran into this error so I thought for hours I did something wrong or missed something... until I tested the above commit in a fresh zig project using 0.16.0-dev.3061+9b1eaad13 where I only import this package and ...it fails aswell, but when I disable setupCI, everything works fine....
