Problem
aidd-refine:01-brainstorm is 13 files and 1506 words: four actions (capture, probe, integrate, finalize) and seven references that restate one another (a rule in both an action and a reference, an action table repeating each file's "Goal"). Under opencode with Mistral small and medium models, every extra file read re-sends the whole context, and the probe / integrate loop forces a re-read on every turn.

Acceptance criteria
- The skill goes to 8 files and about 940 words; the pre-commit gates pass.
- The
scripts/suite passes (477 tests), including the extended router citation guard. - Claude
haiku,sonnet,opus: cost lower than or equal to the original on the same scenarios (measured -19% to -47%), and a brief with headings on "stop" (3 of 3 against 0 of 3). -
mistral-medium-2604: 0 exits from the skill and 0 empty replies over 22 turns. - Two real backlog issues (#980 as S, #927 as M) replayed with a simulated author: issue decisions recovered on par with the original (15 against 15).
