首先，在报告的 Mac 环境中复现 aio app:run --local --verbose，并检查围绕独立 JAR 和 Docker 检查的本地 OpenWhisk 启动路径。跟踪启动为何超过 60000ms 超时；完成的标准是本地 OpenWhisk 堆栈能够成功启动，且无需删除 JAR 或重启 Docker。

Describe the bug
I'm not able to run OpenWhisk locall due to some timeout issue. Removing .jar file and restarting Docker does not help
To Reproduce
Steps to reproduce the behavior:
