I came across your article (https://aboutcode.org/2021/software-bill-of-materials-sca/) while doing research — such a helpful read! I noticed that the link to https://www.whitehouse.gov/briefing-room/presidential-actions/2021/05/12/executive-order-on-improving-the-nations-cybersecurity/ leads to a 404 page so I can not confirm the information.
