Summary
Add references and patterns from https://wellarchitected.github.com to the cicd-github-actions-dev skill.
Rationale
The GitHub Well-Architected framework provides best practices for GitHub Actions workflows that would complement the existing CI/CD development guidance in this skill.
Scope
- Add wellarchitected.github.com as a reference
- Incorporate relevant patterns into existing sections
- Add new sections if framework covers areas not currently addressed
