Major list

Links to issues/PRs that can't be fixed now because the fix would be a breaking change. Collected here until the next major version.
Breaking change = changes behavior an existing caller already depends on (e.g. changes signed bytes, makes an optional param required)
Example: #1278 - fixing signing canonicalization would invalidate currently-valid signatures. Non-breaking warning already shipped in #1279
