Why are exceptions in summary method ignored?

Start in cortexutils/analyzer.py at lines 96-99 and trace how summary creation handles exceptions. Check the behavior for analyzers without a summary function before deciding the intended distinction. Done means the issue's exception-handling behavior is defined and covered by the relevant analyzer tests, if present.

I see that exceptions thrown during summary creation are currently ignored:

Why is that the case? This is quite annoying during analyzer development and I cannot think of a valid reason for this.
Is this maybe for some backwards compatibility to analyzers without a summary function? If so, can't this be made more specific?
