描述
Finish the R1 skeleton: document the fixture convention, run tirith test over examples/ in CI,
support expected-exit assertions (pass/fail/skip), and make it the review gate for contributed
policies. Every project that grew a healthy policy ecosystem shipped this early; it is the
difference between accepting pull requests and merging hope.
