首先，定位 Runestone Academy 前端中渲染顶级导航链接和按钮的 React 组件。添加一个点击处理程序，检查是否按下了 Ctrl 键，并使用 issue 中描述的子字符串比较来判断目标是否为新的顶级页面：如果是，则在新标签页中打开链接，而不是在当前页面中导航。通过按住 Ctrl 单击同一页面内和跨页面的导航链接来测试修复，确认行为正确。

I often want to leave the page I am on up while I open a link in a new tab. The react pages treat Ctrl-click like click and always changes the current page, even for something that is a top level navigation change.
Describe the solution you'd like
Buttons that function as top level links should try to handle ctrl-click by opening in a new window.
I think if neither current nor new URL are a substring of the other we could assume it is a new top level destination.
