Proposal
- Cover add, de-duplicate by CID, remove, corrupt
localStorageJSON, and queue ordering using the existingbun testsetup (add atest:*script).
Acceptance criteria
- Both modules have tests that run in CI via a package script.
- Corrupt storage does not throw.
Dependencies
- None; can be picked up independently.
Part of #43. Ground rules for the content layer: no secrets in the repo, content-layer failures must never block or discard quantum execution, and tests and docs ship with every PR.
