https://github.com/ProfessionalWiki/SimpleBatchUpload/commit/513e219152896e3144f7bd06dd43bad6a986310b updated the code for #81 to overwrite getRestriction() instead of passing the restriction to the constructor of SpecialPage. However, on MW < 1.46, SpecialPage uses SpecialPage::mRestriction for the permission check, which is set only through the constructor. ::getRestriction() is only used in MW >= 1.46. Therefore, it's possible to use the special page on those versions without having the upload permission.
This is not a vulnerability because the special page only renders a form and doesn't perform any action.
