windows powershell rendering error

Start by reproducing the block-scrolling and Ctrl+L behavior with PowerShell 5.1, PSReadLine 2.4.5, Windows Terminal, and the reported buffer dimensions. Confirm whether the cursor beeps when the first character is outside the buffer, and consider the issue done when those characters are reachable without beeping and selection or Ctrl+L no longer duplicates content.

Exception report

so,i was programming lately on ps 5.1 with the PSReadline about 2.4.5 on the windows 11 terminal,when i noticed that lines inside a block outside the buffer are unreachable:when i try to press the up arrow to reach them,the terminal beeps.and,i found that crtl + L would paste the code below the old one,and selecting does the same thing.i tried doing stuff ike reinstalling PSReadline,or reseting the terminal settings,nothing worked.please help me and thank you very much.

Steps to reproduce

make a block using any of the '',{},(),[]...,and make the first charachter be out of the buffer,then,when you try to scroll up back to these chars,it beeps,and doesn't let me reach them.
i think this issue is only on my pc
