描述
Problem
Pushing another commit to an open pull request starts new validation and image-smoke workflows, but workflows for the superseded commit continue running. This consumes runner capacity and can delay the checks for the current commit.
Proposed change
Configure both simulation API pull request workflows to group runs by workflow and pull request number and cancel an in-progress run when the same pull request receives another commit.
Keep deployment workflow concurrency unchanged so deployments continue to completion.
