backend enhancement

As a manager, I see admins in the list of users I can grant compartment access to, although I don't have permission to do this. I can get all the way through the process until actually saving the new rights. Instead, the UI should prevent me from even attempting this to avoid confusion.
We do successfully prevent the manager from actually setting access rights, but preferably, we don't let them even attempt to do this before throwing a 403.
