The request is to add a default priority field on the queue.job.function model and use it in place of the hardcoded 10 when a job is enqueued via with_delay(). Before starting, agree on the design in the thread, since this is an RFC with no decision yet and no comments. Done means a job function's configured priority is used as the default, with the field exposed on the model.

Changing the priority of a job function needs a code change and needs to be applied to all with_delay() calls.
