[DevOps] - Add cppcheck static analyzer

Current Features
we do not currently have any static analyzer
Desired Additional Features
integrate cppcheck in two places:

Prebuilt github action here May need to mess around with settings to decide what we want to be considered a fail

In docker, should be an easy apt install and then can alias a command with our desired settings/suppressions
