BAU problem infeasible with loads_kw_is_net = False in test

In this test: https://github.com/NREL/REopt_Lite_API/blob/265f360aef174276a8970ba346cb7c7585e0c6a0/reo/tests/test_diesel_gen_sizing.py#L65
if you set
nested_data['Scenario']['Site']['LoadProfile']['loads_kw_is_net'] = False
the BAU problem becomes Infeasible.
The issue appears to be here:
https://github.com/NREL/REopt_Lite_API/blob/265f360aef174276a8970ba346cb7c7585e0c6a0/reo/src/load_profile.py#L670
where the sustain_hours result is 2 (hacking the sustain_hours to 0 makes the BAU problem feasible.
