(this is for job/ app aka v3)
An ElectricUtility instance doesn't get saved in the database if it isn't in the user inputs. It should always be created/saved in non-off-grid cases because ElectricUtility input defaults will still be used if the user doesn't provide the ElectricUtility key (unlike something like CHP where it isn't in the optimization if the user doesn't include it).
