Polygraphy parse_meta accepts a shape with a missing bracket

Description
parse_meta treats a tensor shape as valid when a bracket is missing, extra, or reversed. On main (98adec8), all of these return shape [1, 2]:
input:[1,2input:1,2]input:]1,2[input:[1,2]]
cast() uses str.strip("[]"), which drops bracket characters from either end. It does not require the value to start with [ and end with ].
input:[1,2], input:[], input:[1,2,], and input:["batch",3] are valid and should stay valid.
Environment
This is in tools/Polygraphy/polygraphy/tools/args/util/util.py on main. No GPU, TensorRT build, or model is involved. Reproduced with Python 3.14.
Steps To Reproduce
from polygraphy.tools.args import util as args_util
for shape in ["[1,2", "1,2]", "]1,2[", "[1,2]]"]:
meta = args_util.parse_meta([f"input:{shape}"], includes_dtype=False)
print(shape, meta["input"].shape)
Each line prints [1, 2].
