Expected Behaviour

Hover should work in the workspace, rather than displaying "Workspace loading: 0/0" forever

Actual Behaviour

If I go into "problems" and click a problem (and it opens the Preview read-only file) the hover works there, but if I hover in the normal workspace I get "Workspace loading: 0/0" forever

Reproduction steps

Open VSCode with Lua Language Server enabled
Connect to remote repro
Have a lua file open
Hover over something
Observe the "Workspace loading: 0/0" on hover
Observe that it does not ever load
