Start by reproducing the failure on GrapheneOS with NeoZygisk, then trace Vector manager startup around the logged selinux_android_setcontext failure in frameworks/base/core/jni/com_android_internal_os_Zygote.cpp. The payload does not name a Vector source file or test, so first locate the manager process startup path and inspect how the reported ptrace-related state is handled. Done means the Vector notification opens successfully in the reported setup.
