描述
We need the ability to set the time-channel boundaries used by the histograms in kdaediag.
These may be different boundaries from any boundaries which are used by e.g. filewriter, so this setting is local to kdaediag.
We need:
- PV(s) that a user can set to change the desired set of TCB boundaries (when a run is not in progress)
- Logic changes to use those TCBs when histogramming
