Allow specifying precision for Duration::formatVague

从 issue 链接的位置 src/Duration.cpp 中的 Duration::formatVague 开始，检查当前如何处理超过一年的时长的精度。明确较短时长所需的精度行为，然后找出相关的时长格式化测试，并添加覆盖，展示所接受的精度参数或输出。当较短时长可以按预期精度进行格式化时，即表示完成。

描述
Currently only durations longer than a year are allowed to be more precise than integers. It would be nice if shorter durations are also more precise or are allowed to receive a precision parameter.
