Start from the Dvorak layout definition and the shift-state handling for punctuation keys, since the report says the Dvorak layout ignores Shift on ' , .. Reproduce on the latest release by switching to Dvorak and pressing Shift, then compare against the QWERTY layout to see which mapping is missing. Done means Shift produces " < > on those keys in Dvorak, with the behavior confirmed on a device or emulator.
