The payload names no files, so start by finding how the existing keyboard layouts are defined in the FossifyOrg/Keyboard Kotlin sources and how a language is registered and selected. The two layout images attached to the issue are the only spec, and the key rows and characters for Luri still have to be confirmed with the reporter, who offered to answer questions. Done means a Luri layout is selectable in the app and types the characters shown in the images.
