Support `$.flags` context values in segment conditions

首先定位 engine 条件评估和 SDK getFlags 路径，然后检查 engine-test-data 中与 flag 依赖相关的案例。实现对 $.flags 条件和 segment 传递的支持，同时保持每次评估之间的隔离，并在未使用时避免产生开销。当更新后的 engine-test-data 案例通过，并且无身份评估能够解析 $.flags 和 $.environment 条件时，即表示完成。

描述
Support $.flags.<feature name>.<enabled|value|variant> conditions.
Acceptance criteria
Engine:
engine-test-datais bumped to the tag containing the flag dependency cases, and they pass.- An environment with no
$.flagsconditions gains no per-evaluation cost. - Resolved flags are scoped to a single evaluation, never shared between concurrent evaluations.
SDK:
getFlagspasses segments to the engine so identity-less evaluation resolves$.flagsand$.environmentconditions.
