从 SDK 的 getFlags 路径和引擎集成开始，然后检查 segment 和 evaluation context 的传递方式。运行 engine-test-data 依赖用例，包括 flag 和 environment 条件。完成标准是：无 identity 的 evaluation 能解析出 $.flags 和 $.environment，没有 flag 条件的 evaluation 不产生每次 evaluation 的开销，并发 evaluation 不共享已解析的 flag。
由索引模型根据 Issue 内容生成。
描述
Support $.flags.<feature name>.<enabled|value|variant> conditions.
Acceptance criteria
Engine:
engine-test-datais bumped to the tag containing the flag dependency cases, and they pass.- An environment with no
$.flagsconditions gains no per-evaluation cost. - Resolved flags are scoped to a single evaluation, never shared between concurrent evaluations.
SDK:
getFlagspasses segments to the engine so identity-less evaluation resolves$.flagsand$.environmentconditions.
