描述

Moderation team would like a few different categories for reports, When a user creates a report they should have a drop-down menu for what category that report is under, including some categories like "stealing reclaim" which should immediately tell you that is not a moderatable offense.

I believe Gieb is/was working on a list of categories we would like to have.
