CLI install intermittently fails with exit code 22

描述
Orb version:
2.7.2 (but the install.sh is the same in latest)
What happened:
The install step simply outputs Exited with code exit status 22.
Expected behavior:
The retry mechanism should kick in instead.
Additional Information:
As far as I can tell, curl --fail will return exit code 22 on a 4xx response, e.g. 429 rate limiting.
But the retry logic #70 was supposed to avoid that kind of problem.
--retry-all-errors could maybe be used alongside the --retry.
