Internet Explorer first-launch configuration not completed

首先定位脚本中导致所报告上传失败的 Invoke-WebRequest 调用，并将其与 issue 中显示的失败命令进行比较。在 Internet Explorer 首次启动配置不完整的 workstation 上重现运行，然后验证 client 无需该配置即可完成数据上传。

When running the client from a workstation that has not had it's Internet Explorer first-launch configuration completed, the script fails.
