The request is to produce an AppStream appstream.xml from the XML files in the database directory, in the same run that produces feed.json. Start by finding where feed.json is generated and read how it walks the database directory, since the new output should follow that path. Done means a valid appstream file is written next to feed.json on a run, with the catalog entries from the database directory included. The issue does not say which AppStream version or schema to target, so confirm that with a maintainer before you write it.

Hi, I'm working on a generic artifact/package manager and I was wondering if it would be possible for you to generate an appstream data file with all xmls from the database directory at the same time as feed.json.
