Part of #1599. Scoped implementation task tracked in PlanDB as t-k93ndg.
Add a bounded retention budget for completed job logs. Protect active jobs and files owned by concurrent sessions, restrict cleanup to the owned log directory, and cover restart, oversized legacy logs, and concurrent writers. Document exactly what is retained and evicted.
Acceptance: deterministic regression through the relevant real job/search tool door; unaffected ordinary behavior; exact committed candidate passes affected-package acceptance on Spark and GitHub CI. Full suites and acceptance must never run on the laptop. Draft PR remains draft until production review and fixes are complete; then request @AbirAbbas review. Do not merge before that review.
