The work is in the Dockerfiles for the stackable-base and stackable-devel images, where the ubi-minimal base hash and CONFIG_UTILS_VERSION (and, if needed, the Rust and cargo tool versions) are pinned. Start with the update tasks checklist, then run the boil build vector=x.y.z --strip-architecture --load command from the issue. Done means the base and vector images build locally; if the build fails on ca-certificates, the issue's note explains the package bump to try.

Update tasks
[!NOTE]
When updating the base image, you will likely get a build failure related to the CA certificates.
This means you will need to update theca-certificates-*package and try again. The build will
fail if the blocked certificates are still found.
The package check exists so that we can remove it once (if ever) the bad CA has been removed.
