研究方向
首先使用旗標 1800，透過 Server.SetTraceFlag、Server.IsTraceFlagOn 和 DBCC tracestatus() 重現問題。比較全域範圍與工作階段範圍的 API 結果，並檢查連結的 SQL 文件問題；當 IsTraceFlagOn 回報的範圍符合預期的全域旗標行為時，即表示完成。

server.SetTraceFlag(1800, isOn: true);
var isOn = server.IsTraceFlagOn(1800, isGlobalTraceFlag: true);
// isOn is "true"
dbcc tracestatus() shows this:

I filed a doc bug at https://github.com/MicrosoftDocs/sql-docs/issues/4920 because it seems tracestatus() and tracestatus(-1) return the same table, even though (-1) is only supposed to return global flags according to the current docs. I think the SMO code was relying on that difference.
