steps/wsl.ps1 starts wsl --install without -NoNewWindow because wsl's install bootstrap needs a real console to run against (line 86 on main @ 2ac20c5), and a separate WSL window may pop up. So the scripts can't run hidden or with redirected output (CI, a service, or an app that shows progress itself): a caller has to start the whole run in a visible console window.
Proposal: make the WSL step work without a console (for example wsl --install --no-distribution plus the distro install as separate, non-interactive steps), or document that the scripts need a visible console so callers know up front.
