What happened
On 2026-10-14 (harness-ops 3.14.0), a user ran /harness-ops:plugins sync, then asked for converge in a follow-up. The model's Skill(harness-ops:plugins, converge) call failed: "cannot be used with Skill tool due to disable-model-invocation". The user had to type the command themselves.
Expected
The model can run sync and audit when the user asks for them, and can start converge, which already gates every mutation on its own per-plugin AskUserQuestion confirm and aborts in autonomous sessions (context/converge.md "Autonomous-session abort").
