Copilot Chat in VS Code rejects every message with the following error, even though my usage is far below the limit:
You've reached your monthly credit limit. Upgrade to Copilot Pro or wait until your credits reset on November 1, 2026 at 7:00 AM.
Environment
OS: Windows
VS Code: [check Help → About; the Copilot Chat log reports 1.140.0]
GitHub Copilot Chat: 0.68.0 (built-in)
Plan: Copilot Free (log shows copilot token sku: free_limited_copilot)
Mode: Agent, model: Auto (routed to gpt-6-luna / mai-code-1.1-flash)
What happens
Even a one-word message ("tes") is rejected with the error above.
The Copilot status panel shows Credits: 19% used and Inline Suggestions: 0% used.
While the AI is generating, the credits value flickers between different numbers (e.g. 85%, 86%) and then returns to 19%. The 19% value never changes.
The same behavior occurred on my previous account, and now on a brand-new account.
The VS Code status bar icon initially showed a slashed (disabled) state. I fixed the inline suggestion settings, but the chat error remains.
What works
Chat on github.com/copilot works with the same account.
Chat works in a clean VS Code profile (code --profile-temp) with no folder open, using mai-code-1.1-flash.
Logs show I am logged in correctly ("Logged in as [username]", "Got Copilot token").
What fails
My main VS Code profile fails every time, after sign out/in, reload window, and starting a new chat.
[Not yet tested: clean profile with my project folder opened. Fill in the result before sending.]
Logs
With the "GitHub Copilot Chat" output channel at Trace level, no outgoing chat request is logged when the error appears, which suggests the error may be generated client-side from stale or incorrect quota data rather than returned by the server.
Unrelated errors in the log: 404 from code search/Task API for a repo my new account cannot access, and "Failed to create database. Falling back to in-memory db: unable to open database file".
Expected behavior: Chat should work while usage is at 19%.
Actual behavior: Chat is blocked with a "monthly credit limit" message that does not match the usage shown in the panel or on GitHub.
