The issue gives a tools block under an mcpServers entry in a JSON config, with eager: true set for hot_reload, dtd and analyze_files. AGY supports forcing certain tools to be eagerly loaded, which should improve usage and reduce error rates for certain tools. For instance, hot_reload and dtd should probably be eager.
