Start with the operations/ApplicationsTest terminateTask test, where a task can be observed in the "canceling" state before "failed", and with the operations/RoutesTest deleteOrphanedRoutes test, which the issue asks to re-enable so its failure can be investigated. The issue also mentions several tests that time out and need longer waits, but does not name them, so find them by running the integration suite. Done means these tests pass reliably across repeated runs, with the timing fixes in place and the disabled test running again.

There is a timing problem in operations/ApplicationsTest terminateTask. The task sometimes is in state "canceling" before reaching "failed" as expected. Fix: ignore the "canceling" state and wait.
There are several tests that sometimes time out. Give them a bit more time.
