Reproduce with a mixed HDD/SSD queue, including the reported extended partition across two physical HDDs if available. Done means HDD tasks respect the one thread setting while mixed queues continue to run.

It is pretty much ignoring the setting and using as many threads as the global limit allows when on an HDD. Can be worked arround by queuing only HDD or SSD tasks at a time, but the setting would be useful to run mixed queues.
I'm using an extended partition across 2 physical HDDs, not sure if it is related, but could be useful information. Maybe it is incorrectly detecting this arrangement as an SSD?
