Reproduce the flow by creating a user without MFA, configuring Email and a passkey, removing Email, then re-entering the MFA wizard and selecting Authenticator app and Email. Inspect the wizard’s step-calculation logic to determine why this configuration displays two steps instead of three. The change is done when the wizard shows all three required steps and the displayed progression remains correct after MFA methods are removed or reconfigured.

Description
- Create user with no MFA methods
- Add instance in client
- Configure Email and Passkey in client
- Log in to Core UI, remove email only. So only passkey(yubikey) will be left.
- Now, try to configure MFA again. Authenticate with passkey, and select Authenticator app and Email
Steps in left column are incomplete, it shows only 2 steps, howere there should be 3.
