Research direction

Start by finding where the policy expression functions already supported in ZModel (e.g. contains, startsWith) are defined and evaluated — the schema-language typing side and the policy plugin's expression evaluator in the ZenStack monorepo. The issue names no file, so map that path first, then add concat alongside the existing string functions in both places. Done means an expression using concat on composite key fields compiles and is enforced, with tests covering it.

Written by the indexing model from the issue text.

Description

A concat(...) function for policy plugin would be quite useful, especially when you have composite key and would need to concatenate them and compare another string with the concatenated result.
