Research direction

Read .github/workflows/frozen-files.yml, the README file tree around line 144, and .github/DEAD-FILE-AUDIT.md; check CLAUDE.md for confirmation that the freeze is lifted. Remove the no-op workflow and its required status check, then update the README and audit to reflect the deletion. Done when no references to the obsolete workflow or required check remain.

Description

enhancement good first issue

Where: .github/workflows/frozen-files.yml, README.md line 144, .github/DEAD-FILE-AUDIT.md.

Current gap: the freeze is lifted (see CLAUDE.md), and the workflow only runs echo "Paper freeze lifted - no files are protected anymore.". It is kept so a required status check doesn't go missing, so every PR spends a runner on a job that checks nothing.

Suggested approach: remove frozen-files from the branch-protection required checks, delete the workflow, and update the README file tree and the dead-file audit. Re-add a real check when the next freeze is established.
