Description
When a reporter says a preview fixed only part of an issue, Factory can interpret that as full confirmation and open a PR.

The reporter said :has() was fixed but :is() was still broken. Factory nevertheless marked the fix verified and opened https://github.com/withastro/compiler-rs/pull/142.
Expected behavior:
- A partial fix is not treated as verified.
- The unresolved behavior is sent back through triage without requiring another comment from the reporter.
- Factory tells the reporter that it is retrying rather than silently leaving the issue waiting.
