Find the quoted wording in the alreq document and read the surrounding section for its terminology and context. Update the phrase if the Unicode code point wording is appropriate, then verify that the rendered document preserves the links and meaning.

Description

https://www.w3.org/TR/alreq/#h_encoding

Arabic script is encoded in the Unicode standard semantically, meaning that every letter receives only a single Unicode character, no matter how many different contextual shapes it may exhibit.

"Unicode code point" might be more accurate than "Unicode character", since "character" often leads to confusion.
