The question is whether the WebNN spec should drop int32/uint32 zeroPoint support for quantizeLinear, so the work is a spec decision rather than a code change. Start with the quantizeLinear definition in the spec source (index.bs) and the ONNX and TFLite references the issue cites. Done means a maintainers' decision recorded in the thread, followed by any agreed spec edit.

Currently, as WebNN spec said, quantizeLinear zeroPoint can support uint8/int8, uint32/int32 - https://www.w3.org/TR/webnn/#dom-mlgraphbuilder-quantizelinear-input-scale-zeropoint-options-zeropoint.
- ORT quantizeLinear can't support int32/uint32 for zeroPoint - https://onnx.ai/onnx/operators/onnx__QuantizeLinear.html.
- TFLite quantize can't support int32/uint32 for zeroPoint (which is the same as the output data type) -
