Why
#90's per-PR counter-regression job compares deterministic cost counters between base and head, and only reports. It has no committed budget to gate against, and stable-hardware timing has no dedicated runner.
Acceptance
- Choose budgets for
tests/map_corpus/fixtures/*, from the first counters recorded onmain, and gate only on a documented large increase. - Register a stable-hardware runner for
perf-stable.yml(workflow_dispatchonly), and record a results history as reviewed commits, never automatic ones.
