What happens

A change to the app's own package.json dependencies, or to the root lockfile, reads as nothing to check.

Example: a pull request bumps the UI component library the app uses, in the app's package.json and the lockfile. No file matches uiFileGlobs, so coverage reports idle and the run exits 0. A component library upgrade can change every screen.

Expected

A dependency change that can affect rendering should not read as idle. It should be a wide-blast change (check every screen) or a not-covered gap that says why.
